Wild Fisheries Review

In respect of the Scottish Governments consultation on a proposed licensing system for killing wild salmon it was noted that the Association of Salmon Fishery Boards had provided a Briefing and request for members’ views.

 

During discussion the following points were raised:

 

The long term viability of the Association continuing in its present form if it has an adverse effect on those wishing to carry on fishing

 

How it could possibly operate in an Association with over 1000 members?

 

Why does it exclude sea trout?

 

That angling methods should not be restricted as this had no impact on whether or not a fish is killed or not.

 

It was agreed that Committee members email their views to Paul by Friday 13 March.

Now erected. It was agreed Stuart purchase more for other locations.

 

Fly tipping at Parkhill Bridge slip road

Andy confirmed the building material had been removed on 25 February.

 

AWPR

No works have commenced as yet affecting Association fishing’s. Works are expected to commence 14 March.

 

Ythan Estuary

Bob sent a letter on behalf of the Association to Dr Aileen McLeod MSP dated 23 February expressing concern that it would appear Usan are preparing to net the Ythan Estuary.

 

Andy reported that a QC on an angling forum was urging anglers to write to the Sheriff who was dealing with the case where Usan have plead guilty to wildlife crime for fishing out with permitted hours.

 

Welcome meetings

Stuart reported that 9 new members had attended the most recent welcome meeting bringing the overall total to around 50 with 2 meetings still to take place.

 

Ythan District Fishery Board 2015 Conservation Code

The Ythan District Fishery Board 2015 Conservation Code has been received. This was noted.

 

Hatchery policy, fishing hut folder, & licence to kill consultation

An email dated 16 February was received from the Dee District Salmon Fishery Board regarding hatchery policy, fishing hut folder, & licence to kill consultation. This was noted.

 

Ranunculus weed study

An email dated 24 February was received from Jim Kerr forwarding on an email dated 24 February from Brian Shaw regarding the ranunculus weed study carried out on the River Don in 2014. This was noted.

 

Catch Returns

One salmon has been reported caught at Ardlethen. Stuart advised that he knew the angler & that the catch was likely to be a genuine springer & not a kelt. A number of finnock have been reported caught on the Ythan.

 

Website

Iain reported that he had updated the competition pages & the catch reports.

 

Iain is arranging to transfer ownership/payment of the adaa.org.uk name to Paul for continuity purposes.

 

Craig has a poster for the Scott MacKenzie casting open day. He will forward to Iain for posting.

 

Alec advised he was to be provided a link to the AWPR website for the Associations website. Iain reminded those present that it had been agreed that the site would be a static one because of a lack of news items & therefore Alec would need to suggest where the link should be attached to.

 

Craig reported that 218 persons had taken part in the competition on the Associations Facebook site & that this had been shared with 10,000 persons.

  • Completed work at top of new timber sign at Parkhill Bridge.

  • Installed a new pedestrian gate at the drain interceptor on the south bank.

Wild Fisheries Review
An announcement from the Scottish Government is expected soon on how they intend to control the killing of salmon in Scotland.

AWPR
Alastair confirmed that a further meeting of the AWPR Environmental Liaison Group was due to be held soon.

 

Rules & Fishing’s 2016
Committee members were requested to review the existing rules & email any proposed changes to Paul prior to the next meeting.

 

Family Day at Park Fishery
Stuart reported that the Family Day at Park Fishery was on 16 August was a great success with 35 youngsters attending along with the same number of adults.

News Release
A News Release dated 20 August has been received from the Salmon and Trout Association (Scotland)

“The Salmon and Trout Association ( Scotland ) (S&TA(S)) has welcomed the sentencing today (August 20) at Forfar Sheriff Court of Usan Salmon ( Scotland ’s largest salmon netting company) following serious breaches of fishery regulations at its netting stations south of Montrose and on the north Aberdeenshire coast. The company, who’s Directors include George Pullar and his brother David, had earlier entered guilty pleas to several charges of netting outwith permitted hours during 2013 and 2014.
The relevant salmon legislation requires, in the interests of conservation, that no salmon netting occurs between 6 pm on Fridays and 6 am on Mondays (“the weekly close time”).

Andrew Graham-Stewart, Director of S&TA(S), commented:

“We welcome the fact that Usan has been fined a substantial sum, £7,000, for fishing illegally. The weekend ban on netting was introduced many years ago to protect wild salmon stocks, and to allow at least some of them a clear run to spawn. In the face of diminishing stocks, it is even more important now that these conservation measures are not abused. The offences committed constitute serious wildlife crime.”
Mr Graham-Stewart continued: “Considering the potential revenue that the company is likely to have received from the illegal fishing, we would advocate that the authorities should now seek to determine just how many of the 16,000 or so salmon declared caught by Usan south of Montrose and in north Aberdeenshire in 2013 and 2014 were taken illegally. By fishing outwith permitted hours Usan is likely to have increased substantially their revenue and we hope this will now be the subject of appropriate investigation under Proceeds of Crime legislation.”

Return of Rental Information Forms dated 25 August have been received for all Association tenant fishing’s from the Assessors. The Association has never received such forms before & they appear to be more property related. Paul contacted the Assessors on 26 August & was advised they are to do with the 2017 Revaluation process & to write to them providing as much information as he can about them. He has done this. Bob has written separately to them about Torryburn & Balbithan.

A letter dated 10 August has been received from Aberdeen City Council regarding the Associations representation to the planning application for Tillydrone Road (embankment adjacent to) proposed environmental improvement works including re-instatement of footpath. They advise the application was granted. This was noted.

Wild Fisheries Review
The Scottish Government has launched a consultation on how they intend to control the killing of salmon in Scotland. Details of the consultation can be found by following this link: http://www.gov.scot/Topics/marine/Salmon-Trout-Coarse/fishreform/licence

The Dee District Salmon Fishery Board have broadly summarised them as:

There will be a ban on the killing of all salmon outside of estuary limits. In essence this will prohibit the operation of coastal nets.
For fresh and tidal waters to the estuary limit the killing of salmon will only be allowed under licence and this will only be when there is a clear harvestable surplus. It is the Government’s intention that proprietors will apply to them directly for a licence to kill fish.
 A carcass tagging system will be introduced and all killed fish will need to be tagged.

Wild Fisheries Review
Bob reported on the meeting he attended along with Alastair & Alec held in Hollyrood with the Minister for Environment, Climate Change & Land Reform Dr Aileen McLeod and Alex Salmond on 11 June.

He reported it was a good meeting where the licence to kill consultation was discussed including lobbying for sea trout to be included. Also Alec Salmond was prepared to lobby for the right for pre-emption for the community buyout of netting rights.

Potential changes to the rules were discussed as a result of the Review. Stuart & Kenny confirmed that the diary printing could now wait until the first week in January if necessary.

AWPR
Alec had circulated an email dated 24 June from the Environmental Manager, AWPR Construction Joint Venture, enclosing a report to inform a meeting of the AWPR Environmental Liaison Group on 25 June.

Ythan Estuary
Bob reconfirmed that Usan will not be netting this year.

Chemical treatment at the loch
Kenny has investigated Dyofix. He reported that there was too much movement in the water in the loch to make it cost effective & that its main use was for small ornamental ponds. He has posted this on the Forum & advised that if any members have any other ideas about what to do about the weed to contact him.

Beat Closures

Kenny reminded those present that the national competition heats were on 12 & 19 April at Upper & Lower Parkhill. Notification that these beats are closed to members on these days is on the website. Signs are also to be erected.

Stuart reported that a Junior Open Day was being held this Sunday on the Dee at Altries.

A news release dated 29 January has been received advising that Usan have plead guilty to wildlife crime for fishing outwith permitted hours. This was noted.

Membership

The general report is attached.

Paul reported that so far 33 new members had joined &, excluding Somers, 40 members of all categories had re-joined. As far as new members were concerned as at 14 February 2014 last year there were only 12 new members. 

Stuart reported that 19 new members had attended the most recent welcome meeting. One person present stated they had spent over £4000 last season on fishing’s.

 

Website

For contingency purposes Iain has provided Paul T with a cd disk of all the old website pages.

An application form, with a return address, is now available for downloading from the website.

Craig is to run a competition on the Associations Facebook site.

 

Sana

Kenny advised that he had been approached by Sana to see if the Association were willing to host 2 heats of the SNFFL again on the Don this season. This was approved subject to only the Upper & Lower Parkhill beats being available & sufficient pre-publicity of the heats advising that the beats would be closed to members & visitors on the days in question.

 

SANACC

Kenny also advised that he had been approached by SANACC to see if the Association were willing to host the 2016 Scotland Rivers International Final on the Don next season. Kenny further advised that it would be held on a Friday in July.  This was also approved subject to only the Upper & Lower Parkhill beats being available & sufficient pre-publicity of the International advising that the beats would be closed to members & visitors on the day in question.

The President on behalf of all Office Bearers and Management Committee members congratulated Alastair on becoming a Member of the Order of the British Empire (MBE) for services to Fisheries Management and Angling in North East Scotland.

 

Alastair was included in the New Year's Honours list for 2015. The list recognises the achievements and service of extraordinary people across the United Kingdom.

 

Hydro scheme & fish pass at the Culter Dam

Salmon redds have been identified in some of the burns flowing into the dam.

 

Wild Fisheries Review

  • Prepared new lower limit signs for the Machar Pool. (Still to be fitted.)

 

Kemnay

 

  • Cleared new drains and worked on bottom fence.

  • Dug holes and installed strainer posts for new field gate at bottom field.

 

 

Upper Parkhill

 

  • Dismantled stile and tidied up banks.

  • Prepared ground for installation of new benches on north bank.

Parkhill Fishery

 

  • Drained boats.

Banchory Devenick

 

  • Provided assistance to Marine Scotland regarding installation of water temperature sensors.

 

Garthdee

 

  • Cut trees and tidied banks.

 

Loirston

 

  • Completed work at new loch outlet.

 

Landrover

 

  • General maintenance, cleaning, and replaced faulty light bulbs.

 

Trailer

 

  • Repaired faulty lights.

 

Bothy

  • Cleared drains, Painted door.

  • Prepared new bench seats and cut posts.

  • General maintenance work, Repaired heater.

  • Met mason and discussed alteration proposals.

 

Salmon & Trout Association (Scotland)

 

An email & press release dated 16 December was received from the Salmon & Trout Association (Scotland) urging persons to sign a petition to stop all killing of wild salmon in Scotland before 1 July for 5 years:

Marketing/ Publicity:

--- confirmed that he had circulated a press release for local newsletters & a poster for display at fishing tackle outlets promoting the Association.

 

It was favourably noted that since the decisions were publicised to reduce the joining fee & open up membership to all regardless of location 12 new members have joined & that the waiting list now stood at 70.

Hydro scheme & fish pass at the Culter Dam

44 salmon & 66 sea trout have now been measured using the pass by the counter.

 

Wild Fisheries Review

It was noted that  the Scottish Government has announced its intention to consult on measures to ban killing wild salmon except under licence, along with an accompanying carcass tagging scheme to help enforcement. The consultation will be launched in the New Year.

 

Ythan Extension for Experimental Fishing

A total of 14 salmon & 7 sea trout were caught.

 

Seminar on the management of the River Dee

The Honorary President reported that there had been positive feedback about the speakers & that the seminar had been a success.

Ardlethen

 

  • Cut plastic mesh material for walkway improvements at Pout Pot.

 

Machar Pool

 

  • Removed the safety throw lines for winter.

 

Lower Fintray

 

  • Carried out end of season bank checks.

 

Upper Parkhill

 

  • Tidied up banks.

  • Checked banks at Cockers Pool.

  • Fitted a new gate.

 

Parkhill Fishery

 

  • Fabricated and fitted a new loch outlet.

  • Removed boats from the water for winter

 

Loirston

 

  • Fabricated new loch outlet.

 

Landrover

 

  • General clean up and moving materials from Loirston.

 

Marketing/ Publicity:

It was confirmed that the decisions of the Special Committee meeting of 17 November regarding removing the 25 mile radius membership limit & considerably reducing the joining fee had been covered in the Shooting Times & would appear in the January issue of Trout & Salmon.
